The 29-year-old will move from De Graafschap, subject to a medical, at around the same time that Michael Hart's £100,000 switch to Preston will be completed.
It is reported that the two clubs have finally agreed a fee of half the amount that Plymouth were willing to play for the out-of-contract right back.
Hart has had an MRI scan in Lancashire on Wednesday to assess the full extent of the hip injury which has sidelined him since Boxing Day.
But, after two days of tests at Deepdale, medics are confident the results will be positive and the 27-year-old will complete his move to the bottom of the English second tier before the transfer window closes.
Preston boss Alan Irvine said: "Our physio Steve Kemp feels Michael looks a lot better than we first feared.
"So, assuming the MRI scan doesn't throw anything else up, we are hopeful a deal can be concluded within the next week or so."
Hart has already signed a pre-contract agreement to join Preston in the summer, but the Dons were keen to work out a fee after losing out on £200,000 offered by Plymouth for the player.
Preston demanded the opportunity to make their own assessment before deciding if they should pay a fee, thought to be in the region of £100,000, or wait until the summer.
Irvine added: "Clearly we won't know for sure until we have had the scan done. But everything looks positive.
"Obviously we wouldn't want to be paying money until we find out exactly how he is. And that was one of the main reasons we got him down here."
